“Chinese Teachers DevelopmentForum·2015” was held recently in Jiangsu Normal University, with the theme of “Promotingthe Construction of Rural ‘Good Teachers’”, including a theme speech and four subjectforums. More than two hundred educators from all over the country discussed theissues of teacher construction in rural areas.
On this June 1st, the GeneralOffice of the State Council issued the SupportingPlan for Rural Teachers (2015-2020),emphasizing to comprehensively improve the quality of rural teachers. About thePlan, some experts put forward thaton the one hand it should be implemented according to local conditions andfully make use of the local resources; on the other hand urban resources shouldbe transferred to the rural areas to support the education, including instrucitonsand training for rural teachers. The forum was sponsored by Central Committeeof China Association for the Promotion of Democracy with Xuzhou MunicipalPeople’s Government and Jiangsu Normal University as co-sponors..

The Supporting Plan for RuralTeachers (2015-2020) released by the CPC Central Committee and the StateCouncil officially is a positive response to the actual needs of rural teachersand an action to put “the development of rural education” to the strategicheight of “preventing the poverty inter-generational transmission”. On behalf of the CentralCommittee of CAPD, Yan Juanqi expressed her respect to the teachers. Shepointed out that Chinese people are making great efforts to achieve the “firstone—hundred-year” goal of building a well-off society until 2020 to realiz thenational rejuvenation. The main difficulty in achieving the goal exists in ruralareas and the “shortest plank” of Chinese education is still in rural areas.To achieve the teachers’ balanced development inurban and rural areas of China is not an easy thing. Yan Juanqi pointed out thatthe report of the 18th CPC National Congress explicitly showed that “regard themorality education and talent cultivation as the fundamental task ofeducation”, and grasped the essence and core of the issue. The key duty of“Good teachers” is to cultivate talents. The concept of morality education and talentcultivation is the common idea followed by previous generation in Chineseeducation. High-quality education should integrate moral education into intellectual,physical, aesthetic and labor education. School’s moral education should not bemerely confined to the “knowledge prepared for test” and “the artificial moraleducation”, but be combined with daily labor and study life. To cultivate theknowledgeable and high-quality teachers is a key factor of morality educationand talent cultivation, and the premise and guarantee to the career of moraleducation.
Yan Juanqi spoke highly ofthe work in Xuzhou recent years. She said “I have lived and worked in Xuzhoufor 10 years. Itimpressed me a lot to seesuch great changes of Xuzhou which is completely different from my memory. Inrecent years, the municipal Party Committee and government of Xuzhou haveinsisted on scientific development, harmonious development and innovativedevelopment to promote industrial restructuring, ecological civilizationconstruction as well as people's livelihood improvement. All the work haveachieved remarkable results and a well-built Xuzhou is presented to the world. Asa historically and culturally significant city, Xuzhou boasts its superioritiesin transportation, science and education, talents, etc., and is bound to continueits glorious achievements. I’m proud of Xuzhou’s achievements and confident inits future prospects.”
Cao Xinping said in hisspeech that as an important city in education, Xuzhou has always been givingpriority to its education and implemented the strategy of developing the citythrough science and technology as well as talents. It has formed acomparatively perfect modern education system by promoting the popularizationof preschool education, balancing layout of primary and middle schooleducation, combining university study with research of education, developingcharacteristics of vocational education, etc. Particularly, the government attachesmuch importance to the construction of rural teaching staff, enriching ruralteacher resources, improving their quality; actively implementing education volunteerassistance, strengthening the rural teachers welfare, devoting to trainingrural “good teachers” so that a solid foundation would be laid for the balanceddevelopment of education. This forum highlights the construction theme of “goodteacher” in rural areas and focuses on the major issues of educational balancedevelopment, and meanwhile, it discusses the proposal on construction of rural teachingstaff. With great importance and far-reaching significance, the topic providesa sound theoretical and practical guidance for the scientific development ofeducation under new situation. The forum is an opportunity to study and learnthe excellent experiences and practices across the country and to listen to theexperts and scholars. The forum is consist of themespeech, seminars, interactive communication, investigation, etc. There wereabout two hundred people participating in the forum, involving leaders and membersof related departments, experts and scholars from all over the country as wellas representatives of teachers and they discussed the issues of rural teachers’construction from various perspectives.
